Poverty Alleviation and Student Financial Support Policy

Created in 2023

Reviewed in 2025

Uttara University is committed to ensuring that poverty does not prevent capable students from entering and completing their studies. It provides scholarships, fee waivers, loan support and student services to students from financially disadvantaged and other underprivileged backgrounds, fairly and without discrimination.

This Policy aims to reduce the financial barriers faced by students from disadvantaged backgrounds, help them stay in and complete their studies, and support SDG 1 (No Poverty), SDG 4 (Quality Education) and SDG 10 (Reduced Inequalities). It applies to all admitted students of all undergraduate, postgraduate and professional programmes, including students from English-medium and diploma backgrounds and international students, covering scholarships, fee waivers, the Student Support Loan (SSL) Programme and student support services. Admission decisions are covered by the Non-Discriminatory Admission Policy.

Disadvantaged groups mean students from financially disadvantaged or rural families, Indigenous and ethnic minority communities, students with disabilities, and third gender students.

M Azizur Rahman Inclusive Scholarship Scheme

The University offers a scholarship scheme for female Indigenous students, including those with disabilities, third gender students and those from socioeconomically disadvantaged backgrounds. A study gap of up to five years is accepted for this scheme.

Need-based Support

The University may take financial need (General Need-Based Support) and rural or underprivileged background into account when considering scholarship and waiver applications.

Student Support Loan (SSL)

An interest-free bank loan for tuition, offered with Bank Asia. Finance and Accounts supports students through the process.

All scholarships and waivers are subject to the conditions in the Scholarship Policy. The Office of Admission, Office of Registrar and the Mental Health Unit guide disadvantaged students on applying for support and managing study under financial pressure. Students facing sudden financial difficulty may ask for their case to be reviewed. Applicants for special support may be asked for documents such as proof of Indigenous or ethnic status, disability documentation or evidence of financial need. These are used only to verify eligibility and kept confidential.

Roles, Monitoring and Complaints

The policy is published on the website with the Scholarship pages and the Non-Discriminatory Admission Policy. It is reviewed at least every three years, or sooner if national law or University needs change.
